Indonesia PORT COUNCIL, History of Establishment

  



JAKARTA INDONESIA  - The presence of the Tanjung Priok Port Council is a benchmark for the Port Council in the neighboring country of Malaysia when the Tanjung Priok port community visited Port Klang around 1998.

 

 

With the support and encouragement from the Tanjung Priok Adpel and the joint agreement of the Port Organizer and the Providers and Users of Tanjung Priok Port Services, on September 27, 2001, the Establishment of the TANJUNG PRIOK PORT COUNCIL was declared by the Tanjung Priok Port Organizer at that time (PT. PELINDO II Tanjung Priok Branch) together with the Association of Service Providers and Users of Tanjung Priok Port Services (GINSI, GPEI, INSA, APBMI, GAFEKSI, ORGANDA, Tally Mandiri) and was then officially published to the port community on March 12, 2003 in the General Meeting of Members (RUA) for the ratification of the Articles of Association and Bylaws as well as the composition of the Management of the Tanjung Priok Port Council.

Based on the Articles of Association/Bylaws which were ratified in the 1st General Members Meeting, the registered members consist of:

· Port Operators, represented by PT. PELINDO II Tanjung Priok Branch and PT. Jakarta International Container Terminal (JICT)

· BPD GINSI DKI Jakarta

· DPD GPEI DKI Jakarta

· DPC INSA JAYA

· Regional Executive Board of APBMI Tanjung Priok

· Regional Executive Board of GAFEKSI/INFA DKI Jakarta

· DPU Angsuspel ORGANDA DKI Jakarta

· Tally Mandiri

 

Objective

1. Develop, cultivate and foster harmony, togetherness and a sense of family between port service providers and port service users, with related government agencies, as a form of participation in their responsibility for services at Tanjung Priok Port.

2. Develop a conducive business and business climate in the work environment and port interests in order to improve productive, effective and efficient port services.

 

Function

The Council functions as a forum for communication and consultation between port operators, port service providers and users, and between port service providers and users and relevant government agencies regarding matters directly related to service activities at Tanjung Priok Port.

 

Main Tasks

To carry out the above functions, the Council has the following main duties:

1. Cultivate and increase awareness and responsibility of port operators, providers and

2. port service users to play an active and effective role in improving services at the port;

3. Fostering and developing the professionalism, unity and togetherness of the members of the Council;

4. Fostering and maintaining harmony, and trying to prevent unhealthy competition between port service providers and users;

5. Foster harmonious cooperation between Council members and port workers.

 

Role

1. Monitor the implementation of various government policies and provisions in force at the port, as well as the implementation of various agreements between port operators, providers and users of port services so that they run as they should;

2. Monitor and assess the level of service provided by port operators, port service providers and users and related government agencies at Tanjung Priok Port;

3. Provide input to port operators, port service providers and users and related government agencies in order to improve services at Tanjung Priok port;

4. Discuss various problems that occur among members and find solutions;

5. Provide input regarding the determination and implementation of service tariff policies at Tanjung Priok Port;

6. Provide input on improving the skills and quality of Human Resources (HR) in the field of port services, as well as improving the skills and welfare of Loading and Unloading Workers (TKBM);

7. Provide considerations/suggestions/recommendations to every institutional element directly related to services at Tanjung Priok Port, whether requested or not;

8. Provide input on steps for utilizing and implementing port technology and information technology at Tanjung Priok Port.

 

New paradigm

With the issuance of Law No. 17 of 2008 concerning Shipping, Government Regulation No. 61 of 2009 concerning Ports, Government Regulation No. 20 of 2010 concerning Transportation in Waters and Government Regulation No. 22 of 2011 concerning Amendments to Government Regulation No. 20 of 2010, Decree of the Minister of Transportation No. KM. 62 of 2011 concerning UPP, No. KM. 63 of 2011 concerning Organization of the Harbormaster's Office and No. KM. 63 of 2011 concerning Organization of the Port Authority Office, the Tanjung Priok Port Council will adjust to these changes by revising the Articles of Association and bylaws as well as replacing the Management because their term of office has ended.

In accordance with the provisions in the Articles of Association, changes to the Articles of Association and replacement of management can only be made through the 2nd GENERAL MEETING OF MEMBERS (RUA), which will be held on 21 JUNE 2012.
